I cant back up onto a flash drive now, which I have always done before. Why has this changed or how do I fix it to back up data only not the actual program?

Quicken's backup saves you data file, with an extension of QDF-backup, not the program itself.
Do you have the backup set to save the time and date as part of the filename? Then it makes a different file for every backup and over time you might fill up a 4 GB flash drive.
Use Windows File Explorer to look at the flash drive. Does it have dozens of QDF-backup files, with the beginning part of the names as your Quicken file name and dates at the end? If so you can delete the older ones to make room for newer backups.QWin Premier subscription1 -
I realize that, my problem is that it is saving over 4mill KB, its going to crap out my system unless it is fixed0

Is each QDF-backup file 4 GB, or is that the total of all your backups?
How big is each QDF-backup file?
Do you make extensive use of attachments? They consume lots of space.QWin Premier subscription0 -
The actual backup is 4.2 mil KB, normally my backups are about 15000 KB0

Well, the obvious question is: How big is the QDF file that's being backed up?

If you answer our questions, we may be able to help you.
To repeat:
What is the size of the QDF file you are backing up, before the backup?
If the QDF file has recently grown, did you add a very large attachment recently?
