What is the best format to choose to export information from one Quicken file and import it to another?

Not sure how many accounts you have and how many you want to move to the new file, but you could do a Quicken File->Copy or Backup File,  choose Create a copy or template,  then delete the accounts from the copy that you don't want.
If there were transfers into the remaining accounts from the deleted accounts, their category will be changed to [Unspecified Account] .
You don't want to make the copy using Windows Explorer or doing a restore renaming the file as you do it, since doing it this way causes the file to be connected to the same Quicken Cloud Account as the original file and that will cause you problems.

-also older versions as needed for testing
