Won't load application. (iMac 12.2.1)

When clicking on Quicken app it comes back with a message that it needs to be installed in the applications folder. Answering yes, starts the install process, When done it shows the app with the dot in the bar. Clicking the app it comes back with the message , must be installed in the applications folder. This loop cannot be stopped. Talked to Quicken help, they say an Apple problem. On phone with Apple for 1.5 hours. Apple says Application is installing correctly but will not open without doing the above! HELP!
