Release Notes for R40.13 missing within Quicken

Quicken installed R40.13 earlier. Using Help Release Notes does not display latest R40.13 Notes.
While the Display Window Title shows Version Installed as 40.13, the Window contents start at R39.23. (Reverse/Descending Order)
