More ? USAA transactions not downloading into Quicken

I am caught in the USAA transactions not downloading into Quicken Version R40.21 Build 27.1.40.21 problem. It looks like it might be a problem when trying to web connect which has worked for years. So I tried disconnecting and trying to reconnect. I have choices when it finds 2 accts at USAA. Add acct do not add acct or link. unfortunately, I have never used link and that is what I think I need. Tried finding instructions on link, but could not. Please help me understand what happens when you link accounts or let me know I am following the wrong road. Thanks in advance
BTW, tried to select category of known online banking issues but it wouldn't let me
