One step update is falsely reporting transactions downloaded

I recently moved to a new computer with Windows 11, and a problem has emerged. When I do a one step update, the progress screen will show multiple transactions downloaded, and will mark the accounts with a red flag. But about half the time, when I look at the account, it will not show any transactions actually downloaded. That is, there may be 4 accounts red flagged, but 2 of them won't have any new transactions to accept. Even within the same bank, there may be accounts that are and not telling the truth.
This is getting very frustrating. Any ideas on what is going wrong and how to make it stop?

This may have to do with reporting of pending transactions. Please see this discussion
