Payment to send nag when none exist

Quicken Premier for Windows has something stuck in its craw. It notifies me that there is a payment to send, when all payments have been sent. This persists across multiple Quicken sessions, file validation and super file validation. The attached image shows the situation.

Windows 10, fully updated

    If you haven't already, I suggest you restore a backup you saved prior to the appearance of the issue.
