Planning center buttons open a blank browser

I have tried to find other posts having this issue, but have been unsuccessful. When I go to the Planning tab and click on 'Change Assumptions' or 'Explore What-ifs' in the upper left a Quicken browser pops up with a blank page. I tried clicking the 'Full Browser' button, but I get the same result.
This is the link it is trying to open when I click 'Change Assumptions' for example: http://qw.exe/qw?bgt=Assumptions.PNF
Any thoughts?

Close Quicken and delete this folder using Window File Explorer:
C:\ProgramData\Quicken\Cache
Then restart Quicken.
