Reconcile trying to match to balance that includes pending transactions

I am currently using Quicken Starter Edition for my PC. When I first go into the program it automatically downloads my transactions from the bank to reconcile. Recently, it has started using my online balance that includes Pending transactions instead of only what has posted at the bank. I don't understand why it is doing this. What if you have a pending transaction that changes amounts once it posts? Then you have reconciled it for the wrong amount.

Ctrl + Shift + E
, select the
Online Services
tab, uncheck
Reconcile using online balance
, select
OK
, and press
Ctrl + R
