Small report prints on 2 pages - Wasting paper

When printing a short Account Balances report with no graph, the report writer is printing on 2 pages. But it is using only about 2/3 of the page! If I reduce the font sizes, I can get the whole report on the page but still it only uses 2/3 of the page. It is like the writer is leaving space for the graph even though I have told it not to print the graph.
The Print window has selections for scaling, but it is greyed out. In the spirit of saving paper and ink, why? Why only use 2/3 of the page? See the attached screenshots.
Be GREEN and save paper

Is the problem you are seeing in the Print Preview, or does it also affect the actual printed output?
