Here's another possible avenue to pursue…
Check Preferences > Mobile, Web & Alerts to see if Sync is set to On or Off. If you don't use the mobile app, it should be set to Off. If it is on, you want to turn it Off, and then go to Preferences > Connected Services and click the button to Reset your Quicken Cloud file.
If it is On, and you need it on because you use the mobile ap or web interface, this
could
be the source of your problem. If Quicken thinks the data in Quicken Cloud is newer than what's in your local data file, it will download the data from Quicken Cloud — and wipe out the changes you made locally. Mind you, it should be smart enough to not do this, but it can happen. One key thing is after you entered your category edits, did you then do Accounts > Sync to Mobile? That should force Quicken Cloud to upload the edits you've made. I would try that, then quit Quicken, and see if your categories stick the next time you launch Quicken and download transactions.

The transaction was downloaded, not previously entered. I then change the downloaded transaction to the appropriate category manually. The next time I download transactions, the categories I entered manually are overiden by the Quicken app into different categories.

Yes , the latter. The next download changes the category I assigned . 👍

I am intermittently having nearly the same problem.
I download transactions and change one (or more) transaction's category(ies) from "Uncategorized" to the proper category(ies). When I next download, Quicken displays this (these) previously downloaded transaction(s) as newly downloaded, with blue status dot, and has changed the previously entered category back to "Uncategorized".
I am not using Mobile & Web, and sync is turned off. I have no Renaming Rules set. Possibly related: The "Automatically improve the quality of downloaded payee names and categories" preference is UN-checked, however Quicken IS changing the Payee names. (I periodically need to right-click and use the "Revert to downloaded Payee name" in order to change back to a correct Payee.)
This overwriting behavior started about 2 months ago, although the Payee changing started after a mid-2021 update. Both seem like bugs to me. Quicken support had me re-download from a backup and that one time the behavior did not repeat itself; however it also disconnected all of my downloading accounts from the cloud, and when they were reconnected, a number of transactions were overwritten, taking hours to resolve.
If anyone is experiencing the same behavior, please post – Quicken seems not to believe there is anything wrong going on with the software. Thanks!

I had the same issue and turning off "Automatically improve the quality of downloaded payee names and categories" seems to have worked for now, although the quality of payee names is not very good!
