My securities balances are increasingly inaccurate.

Can I force the data to equal a monthly statement and start over?

Yes, you can click on the gear at the top right and select Update Share Balance to set the share balance one security at a time. This puts an Added or Removed transaction in the account to adjust the balance.
Or if you are downloading transactions for the account, you can select Reconcile shares and accept the Placeholders it offers. You can resolve the placeholders later on if you want.
As
@splasher
recommends, it is better to enter the correct transactions because either of these adjustments will mess up Quicken's capital gains and performance tracking.

Reconcile Shares is on the account's gear menu. It is only available if you are downloading transactions for the account.

Sure, you could enter adjustment transactions to bring the information into agreement, but wouldn't it be better to find the transactions that are making it incorrect?

Jim Harman's suggestion is right on target, but I don't see Reconcile Shares or Update Share Balance. Where are these found? Are they only in certain versions of the program?

Reconcile Shares is on the account's gear menu. It is only available if you are downloading transactions for the account.
