To start off will my bills are being paid on time with Bank Of America and Quicken Bill manager. That's good....

What I have noticed is the register still says processing after 3 days for quick pay and I have received emails from the biller that the payment was received. shouldn't that go to paid after 3 days.

Also after the update Bank Of America said I had some payments to reconcile but nothing was displayed to reconcile. An hr later I updated Bank Of America and I had bills to reconcile.

You might want to read the following thread:  https://community.quicken.com/discussion/comment/20297653#Comment_20297653
That thread is about Chase and EWC+ but I believe it also applies to BofA and EWC+.  If my assumption is correct then that is probably the reason why the status of your Quick Pay transactions are not getting updated from "pending."
I don't use Quicken's Quick Pay service so I do not know if you can do this but can you manually edit the transactions to change the status to Cleared?

You can't reconcile items in the check register while in processing state. Over the weekend Quicken now redirects you to the BOA web site so you can't even download transactions. I am afraid this great software has met it's end.

Are you referring to the QuickPay transactions that have not been cleared?
If so, did you try to manually change their status in the register to "C" like I had suggested?
Or, if you complete the reauthorization process the payment transactions should download and then Quicken should match them or you should be able to manually match them to the pending QuickPay transactions that were previously entered.

This sounds to me like Quicken is trying to get you to reauthorize BOA to the new EWC+ connection method.  That is the standard automated process for doing that.  Once Quicken takes you to the BOA website, log in and then BOA will take you through the reauthorization process.  Once completed you will be taken back to Quicken to complete the download.
When Quicken took you to the BOA website, did you log in?
    If so, what happened?
If not, I suggest you log in so the reauthorization can be completed.

This connection method conversion of BOA from DC to EWC+ was BOA's decision, not Quicken's.  BOA essentially told Quicken to make this change or to tell customers that they can no longer download anything from BOA anymore.   So, blame BOA for making this change, not Quicken.
Since BOA has discontinued support for DC you must complete the EWC+ reauthorization process if you want to be able to download transactions going forward.  You will not have the Bank Bill Pay and Quicken QuickPay features but you will be able to download online balance and completed transactions.  If you do not reauthorize you will need to do everything manually in your BOA register.
    NOTE:
    • Before you start the reauthorization process, write down the Opening Balance transaction dollar amount that is shown in the BOA account register in Quicken.  Some people have said the reauthorization process causes the Opening Balance transaction to be changed.  If this happens, you can then correct it show the amount you wrote down.
    • Another issue some have reported after reauthorizing is that the process will enter some duplicate transactions into the register going back as far as 2-3 months.  If this happens to you, the duplicate transactions will need to be manually deleted.
