Is it possible to share access, read/write, between a Mac user and a PC user?

Sorry, no.  PC and Mac are totally separate programs with totally separate files.

    Quicken Windows user since 1993.

You could use a screensharing program like Teamviewer to run Quicken on the Windows computer from the Mac computer.
But, as stated by bmciance, there is no way to share a data file between Mac and WIn Quicken.

Thank you. We currently don't have a subscription, but I thought we could share data between devices. Is that not true?

Even if you both had PCs or Macs it is not recommended to share.  You have one data file on one computer.   It is not in the cloud.  There is a mobile app you can sync to but that is just a subset of your data.

I'm staying on Quicken 2013 Premier for Windows.

The data file structure of the Mac and Win versions are completely different and are NOT interchangeable.
