I'm having the same issue with the drop down menus. Sometimes they'll appear and other times they don't-just a thin blank horizontal box with up/down arrows on the left side.0

I am sorry to hear about these problems with how the dropdown menus of the user interface sometimes appear. Thank you for discussing this with us here on the Quicken Community.Have you tried restarting your computer after this happens? You may additionally try uninstalling the Quicken software using the steps listed in this Support Article, then deleting Quicken from the Program Files (x86) folder. You may then reinstall the software after following those steps using the steps listed here.

I'd really like to see what you get and what portion of Quicken it comes from.Press Shift+PrtScreen.Using Windows File Explorer drag and drop the file into your next Comment here on this webpage.
Open MS Paint and select the Paste button to paste the image into Paint.
Crop and edit as needed to show only the Quicken window, then Save as PNG file to your Pictures folder.

I have tried restarting as well as uninstalling Quicken and then deleting the Quicken folder in the Program Files (x86) folder. I then reinstalled Quicken and still have the problem. I'm using Windows 11 Home Version 22H2, OS build 22621.675 with Windows Feature Experience Pack 1000.22634.1000.0.0

The only thing I can see as missing here is the Quicken Toolbar.Click on View / Classic Menus
Click on View, make sure Show Toolbar has a checkmark (click it if it doesn't)
Click on View, do the same for Show Tabs

Does it still occur after you changed to View / Classic Menus?
Also please check if Windows Defender Controlled Folder Access feature Ransomware protection is enabled.If so, configure it to add Quicken as an "allowed app" without turning off Ransomware protection. Perform the last step in https://community.quicken.com/discussion/7857675/faq-windows-defender-controlled-folder-access

The problem is no menus drop down for File, Edit, Tools, etc. so I cannot change any settings, preferences, etc.0

Can you get to the menus via Alt keys? Alt-F for File, Alt-E for Edit, Alt-V for view, etc?
Quicken user since version 2 for DOS, now using QWin Premier (US) on Win10 Pro.

Can you open Quicken without a data file and get working menus?Hold Ctrl+Shift while double-clicking the Quicken icon. You should get just File and Help. Maybe you can open a file from the File menu if it works.

Then there must be something else causing this. A Windows configuration issue, perhaps? Some new, obscure setting in Display settings or Accessibility settings? Or something as simple as the Scroll Lock key having been pressed?

I finally solved the issue! A program called Winaero Tweaker was causing a font setting conflict with Quicken after the Windows 11 22H2 update. I switched all the Windows display settings to default and the problem has been resolved. Thanks for everyone's help!0
