how to delete incomplete online bill

I tried to set up an online bill, and the bill has been in "needs attention" status for over a week now. I want to delete it but there is no "manage online bills" button that I can see (only manual bills). How do I get rid of this bill? Tried restoring a backup from before the bill was added and it's still there.

    On the Bills & Income tab you should see a Gear icon at the top and to the far right.  Try clicking on that and then click on Manage Online Billers.  You should then be able to deal with it.
