Quicken stopped downloading future payments from Bank of America

When I pay a bill on a future date in Bank of America online and then updated quicken, it used to download these future payments. Quicken stopped downloading these. Is this a bug in Quicken or is there a change I need to make in my settings?

No bug, no change needs to be made. The EWC+ download connection method that BofA recently changed to does NOT support the two way traffic that is required like was possible when they supported Direct Connect downloads.
You can either manually add the transaction yourself or wait for it to finalize and download as a completed transaction after the scheduled date.

BoA changed from Direct Connect to Express Web Connect+ which is only a one way communication with BoA. The only option is to change banks to one that still supports DC.
