How do I NOT auto-accept transactions in quicken?

I"m trying to rebuild my quicken file after the last one crashed and lost all my data. I created an account, downloaded the transactions, and saw the flag indicating they were waiting for me. But then when I clicked on the account, they all just automatically accepted (and no, I didn't hit Accept all). My preferences have the option "Automatically add to banking registers" turned off (not checked).

If automatic transactions mode was on the indicator would be a blue dot, not a red flag.
There are some circumstances where transactions will go right into the register and bypass the Downloaded Transactions tab. One of them if you just setup the account for downloading.
Note I doubt it is the cause but every account has an override for the automatic transaction entry mode. Go to the Account Details -> Online Services and see what the "Automatic entry is:" setting is, and you can click on that link to change it.
