Alert Settings doesn't do anything at all

I'm in the Quicken on Windows desktop application. When I go to the Quicken Mobile & Web tab, and click on the Alert Settings gear icon, nothing happens. I've tried resetting my cloud data and shutting down/restarting Quicken.

Version is R45.13, Build 27.1.45.13.
I'm on Windows 11 Pro

    It's saying that you haven't set up any alerts.  They can be set via the MOBILE & WEB menu and then clicking "Quicken Cloud Alert Settings".
