The roll out of the new connection method for Citibank is a disaster. When will it be fixed?

What new connection method for Citibank?   I am not aware of a new method for Citibank.

What connection method does Quicken show you are set up with?  (You can get this information from the directly under the Account Name at the top left of the Account Register.)

What kind of account(s) are you trying to download?

Have you tried doing Update Now (Account Register > upper right Gear icon > Update Now)?  This will sometimes work when OSU does not.

Have you tried to Reset the account (Account Register > upper right Gear icon > Edit Account Details > Online Services tab > Reset Account)?

If you have not already done so, you might want to read the Support Article regarding CC-592:  Error When Using Online Services: CC-592 (quicken.com).

This is a known issue with no solution yet. Direct connect. Quicken is supposed to respond to an MFA request and does not when setting up the credit card account. Only web connect works.

Direct Connect? But the error code you referenced is one that generally applies to Express Web Connect, not to Direct Connect.  So that is confusing.

From what I can tell the Citibank link in Add Account does not have a Direct Connect option. It offers only Express Web Connect and Web Connect.

If your Citibank account(s) in Quicken show Direct Connect I would suggest that you back up your data file and then deactivate that account (deactivate each on if you have more than one).  Then try Add Account to set it/them up again.  It should default to Express Web Connect.

Another option if your Citibank account(s) are credit cards only:  After Deactivating the credit card account(s), do Add Account > type in and select Citi Cards > Advanced Options > select Direct Connect > follow the prompts > if prompted, be sure to Link the download(s) to your account(s) in Quicken.

If you have done all this already and are still having issues, then I agree with @splasher: Contact Quicken Support.

You get emails saying there is a new improved connection. A link starts showing up under the account setup. You click that to set up. You first have to log in to the citibank web site and allow the connection. It is called "Manage desktop apps". You have ten minutes to then log in from Quicken. Search for error cc-592 in the community.

This is called Direct Connect. It has been an issue since May. Support just confirmed that it is still not resolved. Same issue with American Express.

If you turn off MFA for Citi, it works.
