Is there a way to turn OFF the automatic syncing of NEW accounts to Cloud Sync?

I could have sworn this was a setting a long time ago, where you could set the behavior after adding a new account on your PC Quicken. So that it would NOT sync to the cloud. I really hate the wasted time I have to spend to go into cloud sync and de-activate all the new account data I don't need uploaded.
