is there a way to lock a budget in quicken?

I'm a new user (formerly on QB) Every time I synch to the cloud Quicken add slines to my budget. It looks like this has been a problem for a while. Does anyone have a fix?

    Not only is there no way to lock a budget, if you use Sync to Mobile/Web there isn't any way to tell Quicken not to sync a given budget.

    As for a fix, well I don't use Sync to Mobile/Web it is too buggy in my opinion.
