They have stated that version 6.12 — the next release which is yet to come out — will be the last one which runs on Mojave. As long as you stay on Mojave, future versions should not download and run, but you should be able to continue running version 6.12 on Mojave indefinitely.  But your question is about connected services, and I don't think anyone can answer that definitively.

In the past, the online services have continued to work until some change in Quicken's back-end servers/services have changed and broken connectivity to out-of-date versions. It should work for awhile, but it's inevitable it won't work forever. Anyone sticking with Mojave past the next couple months should considered themselves on borrowed time with Quicken, or at least online services with Quicken, for as long as the services continue to work.
