SUPPORT, via the link at the top of this page. This is a user forum, and we can't resolve your issue

I'm not looking for issue resolution. I'm looking for contact information.
The option at the top of the page requires you to be able to login, which I can't. The chat option is animated and goes nowhere. Phone call support is also of no value.

Do you have pop-ups blocked? If so, that is why you can't get to support.
If you have a complaint about Quicken Support, "Flag" your original post here in the forum , select Report->Other to notify a moderator entering your issue in the provided text box.
