It's actually a Windows Installer error. Was Quicken already installed on this computer?

Please try running the installer program as Administrator. Right-click the program. Click "Run as Administrator" to execute the installation program.
If that is successful, download and install the available bug fixes for 2011

When running an old, unsupported Quicken for Windows version you may no longer be able to download bug fixes (patch files) directly from Quicken.

A quick search returns what Greg_the_Geek mentioned being a Windows error. There are different things to try to fix. Maybe try an uninstaller app if some garbage was left from a previous install.0

You might try creating a new Administrator account and installing with that. Sometimes the problem is the Windows user profile gets messed up for installing certain programs like Quicken.

You could also try the free Revo Uninstaller to remove any remanents of the previous Quicken installation.

There are many uninstaller apps. I've never used Revo but I've seen where it doesn't delete partially uninstalled programs. YMMV

Another suggestion is create a restore point in Windows before using an uninstaller. There are other things that you could try.
