Quicken is a local computer-based program and to my understanding it will remain that way.

As mentioned by @Greg_the_Geek Quicken's sister platform is Simplifi and it is web-based. It is not as full-featured as Quicken is but it is designed to compete with other competitor web-based personal financial platforms.
