Quick Pay is not yet available because the biller hasn't finished syncing. Please try again later. This has been happening for months.

Thank you for reaching out to the Community and telling us about your issue, though I apologize that you are experiencing trouble.
Unfortunately, Capital One is currently unavailable to be added as an Online Biller. For information regarding this, please refer to this Community Alert. In the meantime, we advise not adding/removing Capital One from Online Bills.
