Though I can still browse to attach a file to a transaction, the easier option of draging and dropping no longer works.

Have you thought about reverting to an earlier release?

R48.8 can be downloaded from https://assistant.quicken.com/patch/QW27.1.48.8MPatch.EXE

R47.15 can be downloaded from https://assistant.quicken.com/patch/QW27.1.47.15MPatch.EXE

Same here. Was working a couple of weeks ago. Now with update to ver: R48.9 doesn't work. This the second time it has stopped working.

Just out of curiosity … have you rebooted Windows since installing R 48.9?
You did and it still doesn't work?

Yes. I had restarted my PC after the update before this issue occurred. I'm now seeing that the drag and drop started working again, due to what change I can't imagine.
But now there is an account that continues to display the blue dot without showing any transactions for review. It also won't let me deactivate/reactivate saying "there are downloaded that must first be accepted". Sigh. If it isn't one thing it's another. For another thread.
