Want a stand alone offline version of Quicken for budgeting and splitting CC expenses
We are heading into retirement and wishing to keep our costs low. I like quicken, but the annual expense is too high for us now. I can get a copy of QW8 so I am asking if that would work for simple budgeting just on our laptop with a backup into the OneDrive? Any problems I would need to know about ahead of this purchase?
Or would QW 13, or some other version of SW, be better.

I would probably go with Quicken 2013 Deluxe since it is the last version that is completely offline, but I will note that before Quicken 2016 no older version of Quicken can directly read a newer version's data file. If one wanted to go back to Quicken 2013 and keep their data, it would have to be done using a QIF export/import, and might be difficult. See this for more information:
Also the budget change a lot starting at Quicken 2012, so versions before that will definitely look different than what is in Quicken Subscription. Quicken 2013 would be closer, but not exact.

Of course you are aware that any older version of Quicken will NOT support any online downloading of transactions.

More info: I am not interested in transferring any new Quicken files because I stopped using Quicken in the early 2000s when it was still on my desktop computer!! I will be starting fresh.
I DO want to be able to download files from my credit cards and banks to reconcile spending categories. So will this no longer be possible with Quicken 2013?

No. You need a current subscription to download. But it is still the same Desktop only program. Now you have to renew every year to keep the online downloading features.
I'm staying on Quicken 2013 Premier for Windows.

Note that importing a QIF file with transactions is still possible with Quicken 2013, and if the financial institution doesn't provide the transactions in that format you might be able to convert from another format like CSV with an external program like mine, called ImportQIF, which is free. You will have to go to the financial institution(s) and download the transactions and then convert/import into Quicken. For any automatic importing you need an non expired subscription and have to be using Quicken Subscription/the latest version of Quicken.
