If you're paying for extra payments per month, I can't answer why it's not using them and giving you that message. You might be best calling Quicken Support (before the weekend), as they can look at your account and troubleshoot that.
But noting that the calendar is just a day away from a new month, can you simply wait one more day to make the payments you were trying to make yesterday? Your month transaction allotment should reset on April 1.
