The "settings" button on lower right of screen is not working

The settings gear symbol is there, but it is dark and does not bring up settings when I click on it. It was functional about a week ago.

Any idea why it no longer brings up settings?

You need to have a single individual account selected in the sidebar for the Settings button to be available. You likely have one of the account groups (eg. Cash, Banking, Savings, etc.) selected in the sidebar. If so, Settings will not be available since these account groups do not have separate settings.

Just an FYI, mine works so it doesn't affect everyone. Using a M2 Mac with Ventura. Have you tried to reinstall Quicken?

It's not necessary to reinstall Quicken; the issue is likely as described above by @RickO — where what's selected in the left sidebar is an account group rather than a single account.
