What if I wanted to " wipe clean " my investing portfolio on my quicken so that I can start fresh.
Can this be done, and should I`?

The information is in your data file(s), not the program, so:
If the only thing you have in your data file is the portfolio, just start a new file, File→New Quicken File.
If you have other accounts (banking/credit card, etc), you would need to delete all of the accounts in your portfolio one by one. Transfers of funds from your banking accounts will have their category changed to something like "deleted account", but once you re-establish your portfolio accounts, you could change them to point to the new replacement account and have the funds show up there.
