Quicken cannot open data file

Error states Quicken cannot open the data file because it is in use by some other application. Please close that application and try again.

I have closed all apps that I can see are open. I restarted the system and still receive the same message. How do I find the "other application"

The problem has been brought up frequently if your data file isn't under the Documents folder of your main drive, particularly if you're using one of the "cloud" storage options:
