Is using Quicken Deluxe similar to using Microsoft Money (EdIT)
I have used Microsoft Money for many years. Using MS Money, I created accounts and updated them as needed with a “checking account” register. I created accounts for my checking, savings, etc. Categorizing transactions for traceability and adding memos for transactions as needed.
With the latest windows update Microsoft Money is no longer accessible. I purchased Quicken Deluxe. Does Quicken allow this same feature of creating accounts and manually entering transactions?

Are you referring to MS Money or Money in Excel? I know Money in Excel was recently discontinued but MS Money still works manually.
Yes, Quicken can be used manually as you described. And since you have a new Quicken subscription you can also set up accounts to so transactions can be downloaded from financial institutions without having to manually enter them.
And if you are referring to MS Money, you should know that you can import your MS Money data file into Quicken so you can retain all your MS Money financial history in Quicken. The conversion process is pretty easy (I myself switched from MS Money to Quicken back in 2010 when MS discontinued support of MS Money). There are 2 Support Articles I suggest you read:

of course, the actual menus and methods are totally different.
Also - since you have now jumped onto the "subscription" train -
if you don't renew your Quicken subscription at some point,
your Quicken screen will display a large permanent Quicken banner reminding you to renew….0
