Quicken has always been desktop software.
Quicken Subscription HBRP - Windows 100 -
Quicken is only a computer-based program, like it always has been. It has some online services features but use of them is optional. If you do not turn on the optional online services you can use Quicken manually.
That being said, Quicken does set up a Cloud Account for every unique data file that is created by Quicken. This is not new (it has been the case since 2014). This Cloud Account does not save financial accounts data unless one takes advantage of some of the optional online services, such as downloading from financial institutions with the Express Web Connect or Express Web Connect+ connection methods and use of the optional Quicken Mobile or Quicken on the Web features. If not using online services, then it is my understanding that the Cloud Account is mostly used to tell the software which edition of Quicken you are subscribed to (there is only 1 software…the edition you subscribe to determines which features are turned on or off), the status of your subscription, that your installation has a valid license, what your Quicken.com ID is, whether or not the version of your installation is current or if there is an update available, etc….mostly pretty benign things.

Note that the Home & Business features are only available for Quicken Windows right now - if you're a Mac user you can pay for a Home & Business subscription but the Mac software will function the same as with a Premier sub. They're planning to add some Home & Business support to Quicken Mac, but we don't know when that will become available.
