I'm sorry to tell you that you've got a major problem. The mobile app you use on the iPad is a supporting application which holds a subset of your complete data; it is always tied to a desktop Quicken data file. There is, unfortunately, no way tot create a new desktop data file from the data in Quicken cloud (mobile app). To my knowledge, there is no path forward if you no longer have any version of the desktop (Mac) data file.

Unless… Are you absolutely sure that you lost the file from your old laptop? Do you still have access to that laptop? Did you use macOS Migration Assistant to move from old to new laptop? If so, your file may be on the new laptop, but just stored in a place you're unlikely to look. On the new laptop, go to folder (userid) > Library > Application Support > Quicken > Documents. That's the default location for the Quicken data file and Migration Assistant may have moved it there. To access the user Library folder, hold down the Option key while clicking the Go menu in the Finder.
