Why is the Category populated with the bank name?
Quicken used to have memorized categories, and these were filled on or the category left blank when I downloaded from the bank. Now the category is automatically populated with the name of the bank from which a charge or debit was made. Why is this happening?

Generally, an account name in the category field enclosed in square brackets , i.e. [Checking], it is a transfer from the register's account to the one in the category field. If these transactions are not transfers, then check your Memorized Payee list (Tools menu) to see if the downloaded payee is prompting Quicken to use a Memorized Payee with a prefilled in category that is the bank name.
