Cloud Synchronization Problems

Quicken Windows Subscription Member
I have two computes loaded with the same version of Quicken and synchronizing to the same cloud file. New transactions from the second computer do not appear on the first computer after synchronization.

Cloud sync is for synching between one desktop computer and Quicken on the Web or the mobile apps.
[edited for clarity] It does not sync between two copies of the Quicken desktop application.
