Win 10 Registry?

Quicken is trying to open a previous data file not the new one that was recently saved. This is creating a headache. To insure it opens the file properly i need to use the file explore and click on the QDF file.
This is Windows 10 using Quicken classic starter edition.

I'm pretty sure Quicken uses C:\Users\Chris\AppData\Roaming\Quicken\config\QUSER.INI for determining the data file that was last opened (not the Windows registry).
Something might be blocking Quicken from updating this file.

Or it might be looking at QW.CFG, which contains the most recent data directory and filename among some binary.
[Strangely enough, it also contains what appears to be a dialup modem init string AT&F&C0&D0L0X4]
Quicken user since version 2 for DOS, as of 2025 using QWin Premier (US) on Win10 Pro & Win11 Pro on 2 PCs.
