How do you permanently turn off Quicken sync?
How do you permanently turn off the sync on Quicken Mobile & Web? I go into the Mobile and Web section on quicken, and then I click on the sync toggle to turn it off. However after doing that, still if I go to add another account or then just at times all of a sudden its syncing again and if I go back into the mobile and web section, its back on again. I don't understand how its doing that. Help!

You probably can't. You can deselect all accounts from Syncing, but in reality, your Quicken EWC/EWC+ data set is stored in the cloud and the Sync On/Off choice is more of a question of whether or not you see it in the Mobile/Web apps.
I've resorted to deselecting all accounts from Sync and leaving the toggle On along with allowing the Cloud Sync process in OSU. That seems to keep data from being visible from Web/Mobile and so far, minimize OSU issues.

In theory deselecting this setting should do it. In practice the answer is more complicated.
I have seen a few people report this setting changing on its own. I have never seen an answer of why this is happening to these people. It certainly doesn't happen to me.
On the other hand, something that I have caught Quicken do (and is a bug) is that it has turned on Sync to Mobile/Web for just few accounts even with this setting off. And the only way to know that it did that is either look at Mobile/Web or by turning the option on. I'm pretty sure that what caused it to happen was when I had to reauthorize my Chase accounts for Express Web Connect +.
Note that I don't really recommend leaving this setting on even with all of the accounts deselected. The reason is because there are other things that Sync to Mobile/Web syncs besides the accounts like the budget and the memorized payees. And the "budget numbers changing by themselves bug" seems to be tied at least partly to Sync to Mobile/Web.
