Is the difference between these two still just priority support and the ability to use quicken pay?

That, and the Foreign Bank Accounts Report (which you only need if you have financial accounts outside the US).

I think that fairly obscure FBAR report is the only feature in the software which is different between Deluxe and Premier, as well as the Quick Pay/Check Pay service available to Premier members. And the priority Support phone number.
