why can't I import qfx without internet connection

I am not comfortable putting my passwords into quicken so I downloaded my transactions from my bank (Chase). I only open my quicken data file offline.
Why can't the qfx file import without the internet connection??

    Quicken checks to see if the financial institution indicated by the information in the .QFX is a valid, participating Quicken download partner when you do the import, so you need an internet connection.

    You aren't using the cloud for anything, Quicken is just checking with the mother ship if the financial institution is a partner, nothing more, nothing less. This is no different than Quicken checking if your subscription is active and that you are allowed to import .QFX files.

    In fact, checking on the subscription is another reason why Quicken won't import the .QFX file, Q needs to know subscription is valid AND the FI is legit.
