down grading from Classic Business to Deluxe (or premier)

I have sold my rentals and do not need a robust subscription. if I downgrade, will I loose access to my reports, i.e schedule E reports from prior years?

What other items should I be concerned with? I only want/need to download banking/credit cards and manage spending. 12-month budget feature preferred. Shall I go with deluxe or must I go premier?

With Quicken Premier and below you will definitely lose the Schedule E report, but it isn't a big deal. The same thing goes for going from Premier to Deluxe, one or two of "Schedule" reports go away, but it isn't a problem because I think all editions (but especially Deluxe and above) have the "Tax Schedule" report. And the way it works is that if there are categories that are using a given tax line from a "schedule" it will magically appear on this report.

For instance, I'm using Premier (no business features, no "Schedule C" report):

Between Deluxe and Premier you can do all that you asked, it is some of the "extras" that are missing.

Like Zillow, Morning Star X-Ray Portfolio, RSUs, Lifetime Overview report, some investment reports, …

Unfortunately, there isn't any compressive list of the differences.
