Need to ability to clear all the budget rollovers for a month in one operation.

Lots of people do not want to rollover the budget amounts for the last year. Currently you have to go to each category with a rollover and zero it out. There should be a way to do this with one operation.

Also, there might be cases where this is useful during the year for some people so I think it would be best if you could just apply it to a given month, but for sure January is the month that this is the most useful in.
