Way to exclude tags from budgets?

Is there a way to exclude transactions with a specific tag from a budget? For example, I tag transactions as "Reimbursable" and don't want them to show up in my budget categories.

No. you can exclude by account or by category. For reimbursable expenses, you might want to consider setting up an asset account, showing those expenditures as a transfer to the asset account, and recording the reimbursement in that asset account. That way, you can track your pending and completed reimbursements, and you can make the transactions invisible in your budget.
