Unable to access new download.
My husband and I have separate accounts on the same computer running Windows 10 on a PC.
I have been using Quicken Classic Deluxe (on a subscription plan)for many years. He recently purchased a 1 year Quicken Classic Business and Personal subscription but has been unable to access it.
Please advise

You are going to need to contact Quicken support for this, but I wonder why the need for two subscriptions.

I think you can only have 1 version on the computer. You should have just upgraded your Deluxe to Business and Personal. You didn't need to buy a new program. Then you can both use it. You can have separate data files. The Business program will open your Deluxe data.
I'm staying on Quicken 2013 Premier for Windows.

Sorry, I missed that this is on the same computer.
But I think that @volvogirl also missed something too.
Whereas it is absolutely correct that you can't have to different versions of Quicken installed on the same machine it is also correct that there isn't a difference between Quicken Deluxe and Quicken Home & Business as far as the program goes. What governs if it is Deluxe or the Home & Business what the Quicken Id "edition level is".
Your Deluxe edition could have been upgraded to Home & Business and it can be used for both of you like @volvogirl said. This would be the cheapest and most streamlined process. And no online services should be disturbed.
The other thing that can be done is log out of your Quicken Id and in with his. But with his Quicken Id you might have to setup your online services again. You could also log out and back in between the two Quicken Ids but note that from what I have seen it is only one Quicken Id logged in per machine at any given time.
