I have Quicken Classic + deluxe for MAC. Why can't I create a budget? That was the entire reason I purchased it?

You'll have to tell us: why can't you create a budget? Did you click Budgets > New Budget? What happened?

If you haven't done so, you might find it helpful to read the information about how to work with budgets in Quicken Help. You can do that by selecting Quicken Help from the Help menu in Quicken; then on the left side click Budgets/Planning-Mac and then About Quicken Budgets. Or here's the direct URL:
