Working Calendar Preferences

Under Preferences>Calendar and currency>Working calendar, add an additional setting for Start week on, with a drop-down for day of week.

Implementation of this setting would conform with settings already available on Apple, Google, and Windows operating systems and apps. Restricting the start day to Sunday denies this flexibility to thousands of Quicken users whose fiscal week starts on Monday.

Not sure how this behaves in Windows - but on the MAC with Quicken MAC, if you change your Mac OS System Settings (under Language & Regions) to start your calendar on Monday, Quicken adopts this config & you're all set.

Curious if this is the same with Windows ?

No, in Quicken Windows it is hardcoded to Sunday.
