Can someone let me know when the blank screen Citicard authentication for migration will be resolved?

This is a users Community forum. You need to ask this question of Quicken Support who might be able to give you an update on this Ticket.
But you might instead want to read through the thread per this link: Citibank Reauthorization failure- Webpage "Citibank Consent" is blank. It is a long thread but there are several people who have posted things they did that resolved the issue for them. You might want to try doing those things to see if the issue is resolved for you. (I would start from the last post in the thread and work backward from there to see the various solutions that were posted because that is the way to see the most recent information.)
Also, if you have not already done so, you might want to review the Alert about this that has been posted: NEW! 1/20/24 CitiBank - Blank window when attempting to migrate.
If none of those things work for you, you might want to consider bookmarking both the post thread and the Alert so you are kept informed of updates. See the following example picture about how to bookmark a post thread/Alert:
