How accurate is the synchronizing between the Windows Quicken Classic App & Cloud Based

I've noticed some inaccuracies in the synching between the Windows Quicken Classic App and the Cloud. Version R54.16, Build 27.1.54.16.

Is there a limit to the number of syncs you can do in a single sitting? Quite a few of my March items on the app still doesn't appear on the Cloud despite pressing the sync button many times.

Does another with this version/build face this issue? Is this a bug? Thks.
